About This Tool

JPG to PDF places one or more .jpg or .jpeg images into a PDF, one image per page. Add your photos, drag the numbered thumbnails into order, choose page size, orientation and margin, then select Convert to PDF. The PDF is assembled in your browser tab with the pdf-lib library, and the photos are not uploaded.

Page Size offers A4, which is the default, plus Letter, Legal, A3, A5 and Fit to Image. Orientation can follow each picture or be fixed to portrait or landscape. Margins run from none to one inch, with half an inch selected at the start. Images are centred and shrunk to fit inside the margins unless you untick those options, and a small picture is never enlarged. With two or more images you can also split the set into several PDFs, delivered as one ZIP.

The JPEG data is copied into the PDF without re-encoding, so photos keep their quality and the PDF ends up close to the combined size of the images. The same applies to anything stored inside the file, including camera metadata. The rotation note that some phones store is not applied, so a photo whose thumbnail looks upright can still appear on its side; fix those pages with Rotate PDF. Fit to Image counts one point per pixel, so large photos produce very large pages.

If you are photographing paper records for an investigation or deviation file, number the images before you add them, check the page order against the originals, and keep the source photos with the PDF.

Step-by-step instructions and common mistakes: JPG to PDF: How to Combine Photos into a Single PDF File.

How to Use

  1. Add your JPG files

Drag images onto Upload Images or click to browse. Up to 100 can be added in one go, and each shows as a numbered thumbnail.

  2. Put them in order

Drag thumbnails to rearrange them; thumbnail 1 becomes page 1. Use the cross on a thumbnail to remove it, or Clear All to start again.

  3. Set the PDF Options

Choose Page Size, Orientation and Margin, and decide whether to centre and scale the images. Tick Split into multiple PDFs if you want several files.

  4. Convert and download

Select Convert to PDF, then Download. One image is saved under its own name; several are saved as images_N_pages.pdf, where N is the number of pages.

Use Cases

Photos of a paper logbook

Turn phone photos of logbook or batch record pages into one ordered PDF to attach to an investigation.

Expense receipts

Gather photographed receipts for a trip into a single PDF for the finance team, one receipt per page.

Signed forms without a scanner

Photograph a signed consent or delivery form and send it as a PDF when there is no scanner to hand.

Lab or site photo sets

Combine photos of an installation, a sample set or a whiteboard into a PDF that keeps their order.

Frequently Asked Questions

How many photos can I add?

Up to 100 in a single selection. You can select again to add more, and the new images join the end of the list. Very large sets use a lot of memory, so on a phone it can help to convert them in smaller groups.

Will the photos lose quality?

No. JPG data is placed in the PDF as it is, without being compressed again. That also means the PDF is about as large as the photos; if it is too big to send, run it through Compress PDF.

Why is one of my photos sideways?

Some cameras save the picture in one direction and add a note telling apps to turn it. This tool places the image as stored and ignores that note, so the page can come out rotated even when the thumbnail looks right. Correct it with Rotate PDF.

Is photo location data kept?

It can be. Each JPG file is embedded whole, so EXIF metadata inside it, which may include GPS coordinates, travels with the image even though PDF readers do not display it. Remove location data from the photos before converting if the PDF will be shared.

Can I add PNG or other formats?

This page accepts .jpg and .jpeg only. Use PNG to PDF for screenshots or Image to PDF for a mix of formats.
